Signal in principle would be more secure, given that Telegram does not totally guarantee the privacy/security, but it does not have a web interface from a browser, unless you install a program on either Linux, or Windows.

Both Signal and Wire are open source with good security, but they lack a simple Web interface to access your messages from a laptop without the need to install a separate application. Wire is a German/Swiss tool which is independent from USA, but it lacks adoption.
